NOTICE TO ALL LOBBYING ENTITIES AND LOBBYISTS
Due to amendments to the Lobbyist Registration Act, procedural and substantive changes have been incorporated into lobbyist registration and expenditure reporting. You should become familiar with the Annual Registration Guide and the Expenditure Reporting Guide to maintain compliance with the Act and avoid filing errors and unnecessary late fees. Authorized agents will be notified in mid-December about the online publication date of the revised guidelines.
Though the statutory changes require more frequent expenditure reporting, the Index Department has not changed the general format for filing. This will ensure continuation of the user-friendly system that has been in place for several years.

- Expenditure reporting on a semi-monthly schedule.
- Expenditures' itemization, regardless of amount.
- Ethics training for lobbyists.
- Affirmation of expenditure reports by lobbyists.
- Expansion of definition of "Official".
- Termination Requirements for registered Exclusive Lobbyists.
The Secretary of State is implementing a system whereby lobbying entities and individual lobbyists will periodically receive informational notices via Email. It is important that changes in Email addresses are immediately updated by amending lobbyist registration files. Lobbyist registration is a public document. Any lobbyist who does not want his or her home address, home email address or home phone to be listed publicly should provide workplace, or other alternate, contact information.
